What full-service evaluation can include
From grant requirements to useful findings.
The exact scope is tailored to the award, certification pathway, state environment, and internal capacity of the organization.
01Grant-specific evaluation design
For CCBHC-PDI, CCBHC-IA, and other applicable awards, develop evaluation frameworks, logic models, performance indicators, data-collection plans, reporting plans, and documentation aligned to the funded application and current award instructions.
02SPARS workflow & submission support
Establish client-level data collection workflows, completion tracking, data-quality checks, submission processes, and oversight for SAMHSA Performance Accountability and Reporting System requirements when applicable.
03Sampling methodology
Develop and document the random sampling methodology required for applicable SAMHSA-funded CCBHC client-level performance data, with procedures that staff can follow consistently.
04Client-level measurement & data quality
Support client-level performance measurement, assessment workflow design, data completeness and accuracy checks, source-to-report reconciliation, and analysis of service, demographic, engagement, and outcome information.
05CCBHC clinic-level quality measures
Review quality-measure methodology, specifications, numerator and denominator logic, exclusions, reporting periods, and data sources. Apply sampling only when the applicable measure or grant instructions call for it.
06Dashboards & performance reporting
Build leadership-ready views of grant goals, quality measures, KPIs, volume, trends, data-quality issues, and improvement activity so the organization can use the information between reporting deadlines.
07Federal reporting readiness
Prepare documentation and performance-data reconciliations; support grant-specific progress reporting and national evaluation coordination when applicable; and keep submission inputs traceable to source data and current instructions.
08Data quality & reconciliation
Investigate conflicting reports, validate calculations, trace measures to source data, document discrepancies, strengthen controls, and reduce reliance on undocumented workarounds.
09CQI & implementation learning
Use evaluation findings to identify performance gaps, support root-cause analysis, structure CQI work, monitor interventions, and determine whether changes are producing the intended effect.
10Ongoing evaluator involvement
Participate in recurring evaluation, quality, grant, and leadership meetings; maintain the evaluation workplan; surface risks early; and keep reporting, analysis, and improvement work connected throughout the grant period.
